There are many countries where that is the case for various political offices… the two houses of Congress in the US also have (somewhat lower) age requirements.
Jake Paul will be 35 in 2032, which i guess means he could run for president that year. Mr. Beast won’t be able to run till 2036.

The reason is simply that the Constitution says so since the beginning.
Old people set the ages for office and for some reason they always forget the ceiling.
