“Immigration and Customs Enforcement” doesn’t really sound like border enforcement is part of their remit, more sounds like they should be making sure people DO immigrate to the US, or more realistically ensuring people follow the correct processes to immigrate.
Their predecessor, Immigration and Naturalization Services, was split up after 9/11 with the creation of Homeland Security. ICE was established as the immigration law enforcement division, and Customs and Border Patrol as another, somehow worse enforcement division. Citizenship and Immigration Services (USCIS) is the department that actually handles legal immigration.
