[In the US] If we can give a floating date to a "real" (but lame) holiday like Thanksgiving, there's no reason we can't do the same for Halloween and codify it as the last Friday/Saturday of October.

Halloween is the best holiday of the year only 42% of the time. The rest, it’s a confusing letdown.
